In your shell as root you may type this:
Stop PROFTPD:
/etc/init.d/proftpd stop or killall -9 proftpd
Start PROFTPD:
/etc/init.d/proftpd start or /usr/sbin/proftpd
If you wish to restart proftpd, you may do so from WHM under restart services section in the lower left menu.
